Black work of primacy in Calabria.
Edilizia-Confartigianato. To the first place in the regional classification for percentage of irregular work there is the Calabria in building, with 44,3 %. They follow the Sicily, with 30,1 %, the Molise, 20 %, the Basilicata, 19,6 %, and the Abruzzo, with a share equal to 18,4 %.
The data elaborated based on the most recent surveying the National Statistical Institute on the phenomenon of the hidden part, emerge from the report “Builders of development”, realised by the Office studies Confartigianato for the Anaepa, the Association of the building enterprises of Confartigianato.
The building enterprises undergo the unfair competition of further 123.000 irregular operators who in their turn give work to at least 160.500 employees in black.
“Really to fight the abusiveness in building – the president remembers of Confartigianato of Catanzaro, Egidio Verduci – the Anaepa Confartigianato has speeded up the presentation of a proposal of law that establishes exact requirements to be able to unwind the activity of building entrepreneur. To have qualified builders – it adds – means sure yards. We keep a measure that, through the qualification of the entrepreneurs, guarantees transparence of the market and tuteli the workers and the consumers. The law proposal has in fact a fundamental objective: to fight the phenomenon of the improvised operators, infringers and moonlighters who put to risk the certainty of the workers, they do unfair competition to the regular enterprises, take yield away from the cases of the state, return a bad service to the consumers”.
According to Verduci, “the law proposal will be used for regulating and for qualifying a sector in which the entrepreneurs and the foreign employees are in dizzy increase also”. The Anaepa report, in fact, shows that the building is the sector where the greatest growth of foreign attached has been recorded: in two years, between September 2005 and September 2007, their number has risen in 86.000 occupied ones (+ 51,6 %), in connection with an increase of 30,6 % of the foreign attached in the total of the economy. With this trend in ascent there contrasts the decrease of 22.000 engaged Italians in the building (–1,3 %). Absolutely, in the regions of the North, a replacement phenomenon is recorded: of the sector 22.000 compatriots have gone out and 35.000 foreigners have entered. On the whole, between employees and entrepreneurs, in the constructions there work 252.000 foreigners (equal to 15,8 % of the foreigners got a job in Italy). Of this 143.000 they work to the North, 91.000 in the Centre and the remnants 18.000 in the Midday. The incidence of the foreigners on the total of the occupied ones in the constructions is more raised in the Centre, where it is equal to 23,5 %. It follows the North with 16 % of engaged foreigners while in the Midday the share of foreign workers is very low and equal to 2,7 %. The foreigners who unwind entrepreneur's activity in the constructions are 110.211. Of this 74.498 they are extracommunity. At regional level, the Lombardy has the record of extracommunity building entrepreneurs: 16.820, drives at 22,6 % of the total. It follows the Emilia-Romagna with 12.497 (equal to 16,8 %), the Veneto with 9.440 (equal to 12,7 %) the Tuskany with 8.089 (10,9 %), the Piedmont with 6.107 (8,2 %) the Liguria with 3.743 (5 %). The majority of the extracommunity building entrepreneurs comes from the Albania (21.009 persons), from the Morocco 7.264, from the Tunisia 6757, from the Switzerland 5.902, from the Egypt 5.486, from the Serbia and Montenegro 5.151, from Macedonia 3.635. The Albanians are the most numerous entrepreneurs community in the constructions in Abruzzo, Emilia-Romagna, Lazio, Liguria, Marks, Piedmont, Tuskany, High - Trentine Adige and Umbria. The Moroccans are the first community in Valley of Aosta. The immigrants are the first community also in Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.
