Regionalized incentives: you transfer the resources to the regions
For the first time after 2000 the resources for the incentives at the enterprises conferred on the regions are at disposal of the competent administrations at the beginning of the year. He might seem a secondary detail, but it is about a fundamental passage to allow to the regions an adequate programming of the expense.
With the Circulars nn. 19454 and 19447 the Ministry of Economy and Finance has authorised the transfer, in favour of the Regions to Ordinary statute and Regions to special statute Friuli Venice Julia and Sardinia, a financing of the expenses connected with the unwinding of the functions and of their administrative tasks conferred in point of incentives at the enterprises in accordance with the D.L.vo 112/98.
It is about 168 million Euro about which share with part relative to the first quarter, total 673 due millions on annual base (For the Calabria they are provided about 15 million Euro). Till now the transfers of the state to the Regions have happened through a special Decree of the President of the Council of the Ministers. The legislative Decree No 56 in February 18 2000 had planned to supplant the transfer of the resources in this manner with the sharing in the fiscal yield ensuing from the accomplishment of the fiscal federalism. Like I notice the fiscal federalism still carried out not èstato. As a result each year is reproposed the necessity to itself of extending the rule relative to the direct transfer of resources. This has involved always remarkable delays with the result of putting really to disposition of the Regions the resources only in the second part of the year.
The holding company for 2007 has put finally term to the uncertainty relative to this matter. The national budget law has established in fact that the transfers to the regions must keep on being ensured up to the 1st January in the second year following to the adoption of the measures of accomplishment of the article 119 of the Constitution, I fix the fiscal federalism, data from which covering of these burdens will have to be ensured by the sharing in the fiscal yield.
The definitive organisation of the matter will be only with the accomplishment of the fiscal federalism. The proposal of the Government, has announced the Minister of the Economic Development Bersani, will be made well-known in a short time. A recent meeting between Government, Regions and local autonomies profit has been defined at Vasco's Errani, President's of the Conference of the Regions. Errani has explained that on the questions in discussion ¨ been a positive explanation and the availability of the Government.
