Signed the protocol between Loiero and the presidents of 5 Calabrian provinces
As announced in the post-precedent, ilIl President of the Region Agazio Loiero and the Assessor to the national and community Programming have initialled Mario Maiolo yesterday (February 27 2008) the “Protocol of Agreement on the Unitary Regional Programming 2007/2013 for the accomplishment of the Territorial Programming and of the Supplemented Design. This step confirms, once more, the will already demonstrated in other institutional occasions at the Region, of recognising a list of first plan to the economic and social Collaboration in the start of the new programming.
“– they have said this Protocol Loiero and Maiolo – marks a step ahead in the construction of the Agreement of Program with the Local Companies to face, together, the challenge of the last cycle of the community bottoms, to which Region annexes an important strategy for the development of the Region”., as for him, itself é I dictate Assessor Maiolo particularly pleased by the results up to here reached, bear fruit in a year of work that, nevertheless between so many difficulties and unforeseen events, is leading ahead with definition, to increase a concerted programming and of collaboration on the objectives, the strategies and the tools of development of the territory.
The “Protocol of agreement” is born at the consciousness, also in the light of the limits of the past programming, of the necessity of a greater strategic and operative cooperation between the Institutions that, to different headline, they have completed and functions of programming and territorial planning. In the specific thing, like play the Protocol, the Subject signers, intend to adjust a planning shared with strategic valence, to try a methodology of supplemented programming which mould with model for the politics of local regional development, to favour the production of a new project ability that appreciates the social and economic instances for the regional development, to raise the technical and organizational competences of the regional and local administration, promoting the supplemented projects of local development, to boost the formation and to reinforce the coalitions partenariali, to appreciate the investments up to today realised in order to increase the timeliness of income and of new occupation, optimise the impacts of the public politics with a greater selectivity and quality of the investments, support the processes of “territorial cohesion”, recomposing and appreciating the institutional and social nets of the local communities of the Calabria. Based on such aims the subject signers, each one with the own competences, undertake to make such responsibility effective and efficient, conscious of the assumed engagement and of the list to be unwound. The accomplishment and the reinforcement of the beginning of Collaboration – that such a Protocol seals – returns the action of work in the regional programming 2007/2013, shared, effective, supplemented and useful, with the purposes of a better representation of the associative interests. The Associations of Representation of the Local Autonomies, particularly, will contribute to the accomplishment of such a Protocol favouring, with autonomous initiatives, the mobilisation of different levels of Administration, their active and effective involvement, the advancement of new systems of institutional relations through the growth of the tendency to form associations and of the interadministrative and project cooperation.
It is a question, then, of intensifying the involvement of the Collaboration be, as it has been already done in the phase down choices and criteria defined in the documents of programming, be in those to which they will come, making it participating, with encoded procedures, of the individualization of further elements of merit, methods and criteria put before to guarantee the best attainment of the objectives prearranged in the bans and in other tools preferred to the selection of the projects.
This Protocol marks a further turning of the administrative choices of the Region, which wants to throw the programming again in the full respect of the unity and of the sharing, to recover in such a way, a greater knowledge of the needs, a more appropriate definition of the priorities and of the formalities carried out. This lets minimise, also, the possible risks, which not adequate representativeness and technical ability of the parteners, the demand of confidential nature and the possible conflicts of interest that have represented for the Region Calabria a black spot in the development and in the homogeneous growth of the territory.
