. and Maiolo answers: the delay is authorised
Assessor Mario Maiolo (www.mariomaiolo.it) replies to the interrogation of the Vice-president of the Regional Council Roberto Occhiuto.
“The term in March 6 originally foreseen for the delivery of the Operative Programs, for as already written and published last April 6 on the site of the Region Calabria, it has been sent back in agreement with the Ministry of the Economic Development and the Services of the Commission, in April 30 for all the interested Regions”. The regional assessor answers so to the community Programming Mario Maiolo as to the print anticipation on the interrogation of the vice-president of the regional Council Roberto Occhiuto.“ Particularly – underlines Maiolo – in date March 12 the general direction of the regional Politics of the European Commission has passed on to the head of the department for the Politics of Development and of Cohesion of the Ministry of the Economic Development, the sign with which it was communicating what few Italian Regions to the date in March 6 2007 had provided to the formal dispatch of the operative programs. In consequence of such a sign the same director general – taken into account different negotiations as the national Government, with the Regions, is supporting with the Commission the observations of this one formulated on the national strategic Picture and other themes important for the regional programming which, for example, the picture of the regimes of help for the enterprises on definition course – has indicated and then agreed with all the Regions interested the date in April 30 like term for the dispatch of the Operative Programs to the European Commission. To our days there do not exist other official communications about the number of programs arrived in formal road that justify all that asserted Watchful as to the circumstance that the Calabria would represent between the last ones between the Regions of the Objective Convergence. On the site of the direction general Politiche Regionali of the European Commission é possible to verify that to the date in April 2 2006 the Italian operative Programs presented to the Commission were 9 on a total of 28.
As for the causes of the delay on which the vice-president is questioned, it is needed to specify what in these months the department Programming National and Community Politics é been pawned, moreover in the programming 2007 – 2013, in the preparation activities and I compare with the services of the Commission on the extraordinary controls over the expense of the FSE up to 2005 (and particularly the annuities 2002 and 2003). This activity é been priority deduction to make front to the risks of loss of the resources of the FSE because of the unsuccessful expense and the administrative inefficiency owed also to the evident limits of the political action of the preceding junta realised in 2000 – 2005 and the necessity of rendicontare coherent projects”.

one emerges, in any case, Â Â disconcerting picture.
In April 2, on the bottom of cohesion and that of regional development there have arrived 19 of 69 estimated programs, Â but the problems are concentrated almost completely on Italy (9 on 28) and France (9 on 31).
In other words   they miss 50 programs  of which 41  French - Italian, while the greatest part of other countries has provided in the terms to send the own proposals. Greece and Malta have had the approval and in next days the same thing will happen for Germany, Danimanarca and Austria.
 The problem then exists and probably it are a responsibility to be searched for moreover to Catanzaro also to Rome,  why if é truth that the final approvals can happen up to July é nevertheless truth that the delays generate other delays and the Calabria cannot attend certainly.
