Simplifications for the European financing
A new complex of financial rules with the objective of favouring a use more efficient of the European bottoms within the bounds of the financial picture 2007-2013 has been launched by the European Commission on March 28. The new rule simplifies the access for the financing and reduces the administrative burdens at least indispensably.
It is about in substance a significant simplification of the procedures that will accompany a new generation of community programs, for a total value for 975 million Euro in seven years, reducing the bureaucratic formalities. Novelties are in sight either for the subsidies or for the public contracts with effects by which there will benefit above all small and medium-sized enterprises, schools, university , seekers, agencies of development and local companies.
The simplification will not go , in any case, to disadvantage of the transparence. From 2008 the Member states will have to make well-known the names of the beneficiaries of the structural funds and of the external helps. For the agricultural subsidies the same measure will leave the following year.
New rules are provided also to improve the account as far as it regards the use of the bottoms of the community budget of them managed. The presentation obligation will be introduced to the Commission of synthesis of the relations of audit that are elaborated annually. With the same purpose the Commission will reinforce the fight tools to the frauds and to the corruption: the central data bank of the companies and of the organisations excluded at European financing will be shared between the institutions of the Ue and the competent authorities of the countries members.
The new dispositions foreseen by the measures of execution of the modified rule will enter into vigour from 1°maggio 2007.
Some of the imported innovations
- For the subsidies up to 25 thousand Euro fewer justifying documents are necessary.
- In case of the subsidies, the co-financing in money will be able to be substituted at the work unwound by the staff.
- For subsidies of sum inferior to 60 thousand Euro, the financial guarantees asked within the bounds of the pre-financing will be able to be eliminated, previous evaluation of the financial risk.
- Purchases of not superior sum to 60 thousand Euro will be able to be made using the subsidies and respecting only an indispensable minimum of rules, which the beginning of good financial management and the absence of conflicts of interests.
- There is provided a higher threshold (60 thousands anzichà © 50 thousand Euro) for the award of public contracts with simplified procedures.
- A higher threshold is provided for the competitions of contract of limited value, which lets to the announced companies produce simply a declaration on the honour to the place of complex certifications testified to the absence of condemnations for professional torts.
- Simplifications in the award of public contracts within the bounds of the external helps with more elevated thresholds (up to 5 million Euro for works).
