4th European Forum on the cohesion
27 and 28 in September 2007, will keep to Brussels the “Fourth European Forum on the cohesion”. The commissaria Danuta Hubner will throw in such occasion a consultation at level UE on how to adjust to the new challenges the politics of cohesion of the Union and to improve the accomplishment it to maximise the future impact it.
They are invited their contribution to make the Member states, the regions, the municipalities, the institutions of the UE, the economic and social parts and the organisations of the civil society. The consultation will be based on a series of questions individualised in the fourth account of the economic and social cohesion. The results of the consultation will be presented in the Spring 2008, together with the fifth account of the progress of the economic and social cohesion.
KEY QUESTIONS
The relation proposes the next questions in view of a wide debate on the future of the politics of cohesion.
1. Which are the teachings that can get themselves out of the adjusted one of the program 2007-2013? In such a context and in the light of the analysis presented by the relation, in which it measures the cohesion politics able to face the new challenges that will be put to the European regions into next years? For example:
1.1. In what way can the regions reply to the pressures at ends of reorganisation exercised by dynamic competitors in sectors to low and middle technology?
1.2. Do you give the remarkable differences ascertained at regional level as far as it regards the percentages of birth rate and mortality and the migratory flows, which list covers the politics with cohesion towards the demographic changes?
1.3. In what does it measure the climatic change does it represent a challenge for the cohesion politics?
2. In such a new context, how can the cohesion politics adopt a supplemented and more flexible approach in point of development, growth and occupation?
2.1. How can the cohesion politics favour at best a harmonious, balanced and sustainable development and take into account at the same time the diversity of the regions of the UE (disadvantaged regions, islands and rural and coastal zones, but also city , industrial regions in decline or other regions that present particular geographic characteristics)?
2.2. Which are the consequences of the challenges highlit by the account of the key elements of the social cohesion, which the inclusion, the integration and the creation of equal timeliness ? necessary to do more to foresee and to neutralise such consequences?
2.3. Which are the principal competences our citizens of which will have to arrange in future to do front to the new challenges?
2.4. Which essential competences will be developed at regional level to return our competitive regions on world staircase?
3. Based on the answers to the questions of which above, like evaluation of the system of management of the politics of cohesion for the period 2007-2013?
3.1. Does it date the necessity of managing effectively the programs of the politics of oesione, how dividing at best the competences among Community , within the bounds of a system of governance I multilevel national powers and regional authorities?
3.2. How can the cohesion politics become a more effective sostenitrice of the public measures in the Member states and in their regions? Through which executive mechanisms possible to base more the cohesion politics on the results and to simplify the application formalities it?
3.3. How can we consolidate the relations between the politics of cohesion and other fields of the national and community politics to guarantee greater and better synergies and complementarity ?
3.4. Which are the new possibilities of regional cooperation, be to the interior to which to the outside of the UE?
