So many money, I develop nothing: the UE puts under control Sicily and Calabria
Brussels, on March 25 (Apcom) – The commission for the control of budget of the European Parliament (Cocobu) has discussed, today to Brussels, a report to the use of the structural funds Ue for the regional development in Sicily and Calabria presented at the study Blomeyer's and Sanz di's Guadalajara (Spain), in preparation of the mission that the same EuroParliament will send in two regions with 27 in April 30. The europarliamentary commission has decided to study particularly Sicily and Calabria because of the persistent structural delays from which they suffer, in spite of the imposing European financing it maintains in the last decades. For the period 2007-2013, the Ue has allocated for two regions 6,28 milliard Euro: 1,93 milliards will go to the Calabria and 4,35 milliards to the Sicily, taking in consideration both community financial instruments for the politics of the sector, the European Bottom of regional development (Fesr) and the European social Bottom (Fse).
In Calabria and in Sicily, “there have been significant problems in the period of programming 2000-2006 for the monitoring and the financial control of the European bottoms for the regional development. The monitoring  é been bounded largely to the financial and procedural aspects; and  é been instead of weak on the impact and on the results” of the intervention.
Besides, the report brings back the considerations of Olaf (the European Office antifraud), according to which the programs for the period 2000-2006 “show one pi� high frauds level suspicious, you quantify that it is like number of cases like which in terms of financial value of such cases in relation to the sums paid”, compared to all that itself é verified in other Italian regions assisted by the bottoms Ue. Olaf values what the impact of these financial irregularities é decorates to 1,1 % of the total spent in two regions, a percentage that  é about four times higher than that one (0,24 %) recorded in other southern regions assisted so called ‘Objective 1 ′ community Structural funds. In the operative programs of Sicily and Calabria, taken together,  é been found 12,6 % of the total number of irregularity or frauds regarded the Structural funds for the Italy (160 cases on 1.265), returned to 26,3 % of the financial volume interested by these irregularities (80,4 millions about 305,7 million Euro), Olaf reports.
The use of the community structural funds “é  been influenced at the crime organised”, is remembered in the document, remembering that the Calabria  é between the regions most struck by the phenomenon. But, it is observed, “also other Italian southern regions (like Campania and Puglia) are struck”.
In the programming period in course, 2007-2013, the report notices that in two regions there é been “a reinforcement of the mechanisms of monitoring and financial control”, with one improvement of the abilities of management, institutional structures and used information technologies.
The report, particularly, says hallo favourably to the controls ‘of second level’ made at the Sicily, after the Region has established a special, responsible office only for this activity . The increase of the cases of irregularity in the period 2000-2006, it is noticed, derives really from the increase of the made controls, in cooperation with the Guard of Finance.
For the Calabria, instead, there is underlined the recent throwing of the regional office for the infrastructures contracts (that here is waited the transparence level increases, reducing the irregularities ), and the new, strongest involvement in the controls from the provinces, as well as the cooperation thrown by the Region in the September 2007, with the same provinces, the central government and the Guard of Finance.
“– it is still read in the documents – remains to see if the financial control will be able to face better the continuous pressure for the absorption of the bottoms” to reach the prearranged objectives, maintaining the attention to the quality of the projects. The present indications, it concludes the report, it is that “the region Sicily  é today in a better position to do front to this challenge, while in Calabria for property of the improvements in the accomplishment of the programs of the structural funds it is necessary probably to allocate more resources of those today disposable”.
