Ban Programs Med
On March 3 the first ban has opened on all the priority aces of the Mediterranean Program of Transnational Territorial Cooperation. For more information conttare the Joined Technical Secretariat of the Program: stc-med@regionpaca.fr I Address e-mail protected from the bots spam, it must qualify Javascript to see him.Il Mediterranean Transnational Operative Program (PO.TN-MED) is part of the objective “Territorial Cooperation” 2007/2013; he covers the geographic areas with the preceding programs Medocc and Archimed, and includes the regions of all the Member states of the European Union that appear on the Mediterranean Sea: Cyprus, France, Greece, Italy, Malta, Portugal, Slovenia, Spain and Gibilterra, further at present to two states balcani in pre-adhesion Croat and Montenegro.
The general objective of the program is that of stimulating the cooperation between territories to transform the Mediterranean space in a competitive region at international level, to ensure growth and occupation for the future generations, to support the territorial cohesion and to contribute actively to the protection of the environment in a logic of sustainable development.
The projects must have a transnazionalità character, to be orientated towards the innovation of products and processes and to respect the beginnings of equality and equal timeliness.
The specific priorities of the PO.TN-MED are:
Reinforcement ability innovative1.1 Dissemination of the innovative technologies and of know-how1.2 Reinforcement of the strategic cooperation between actors of the economic development and public administrations
Protection of the environment and promotion of a sustainable territorial development
2.1 Protection and exploitation of the natural resources and of the property 2.2 Promotion of the renewable energy and improvement of the energy efficiency 2.3 Prevention with the maritime risks and reinforcement of the maritime certainty 2.4 Prevention and it fights against the natural risks
Improvement of the mobility and territorial accessibility
3.1 Improvement of the maritime accessibility and of the ability of transit through the multimanner and her intermodalità3.2 Support of the use of the information technologies for a better accessibility and cooperation between territories
Promotion of a polycentric and supplemented development
4.1 Coordination of the politics of development and improvement of the governance of the territories
4.2 Reinforcement of the identity and exploitation of the cultural resources for a better integration of the Mediterranean space
The Operative Program TN-MED underlines the necessity, from the subject projects bearers, of “taking the existing programs into account at local, regional, national and European level to avoid duplications and, at the same time, to promote a capitalisation of experiences and initiatives”. He puts besides in evidence the necessity of a good knowledge, from the partner, Regional Operative Programs 2007-2013 in such way to produce more effective projects and of wider impact.
For the Italian partners, on the grounds of the general orientations of the QSN 2007/13, the actions of territorial cooperation must have, in general, the reason of helping to reach more effectively the objectives established by the Programs CONV or CRO into which such actions are inserted, “either through the timeliness of entering competences, knowledge, innovations, or through the possibility of projecting on an extradomestic market the territorial resources of the Italian regions, appreciating the potentialities of growth and competitiveness it”.
The integration footprints are reported to the next activity fields:
Promotion, exploitation and diffusion of the research and of the innovation for the competitiveness: activation of circuits of the knowledge, he presents in different areas, but often not interfacciati with other European centres of the Mediterranean Sea;
Energy and environment: development and exploitation of competences and experiences within the bounds of the activities of management of the water resources, of the energy efficiency, of the promotion of actions of environmental mitigation and prevention of the risks; management of the water resources that present a clear transnational dimension, included the protection and the management of the fluvial basins, coastal zones, marine resources, water services and damp zones; prevention of the risks, included the promotion of the maritime certainty and the protection against the floods and the pollution of the marine waters, the prevention of the erosion, of the earthquakes and of the avalanches and the protection against these phenomena;
exploitation of the natural and cultural resources to support of the attraction and of the socioeconomic development and of the tourism sotenibile; conservation and exploitation of the cultural property for the sustainable urban development;
nets and connections for the mobility: strategic infrastructural endowments for the development of transnational territorial platforms testified on the passages transeuropei and on the Motorways of the sea, to answer in way adequate to the increase of the traffics in the basin of the Mediterranean Sea; improvement of the accessibility, a better local and regional access for the nets and national and transnational platforms, as well as the promotion of technologies put forward for the communications and the information;
Competitiveness of the productive systems and of the occupation, within the bounds of the nets carrying out between institutes of instruction terziaria, institutes of research and small and medium-sized enterprises, of connections that improve the access for the scientific knowledge and for the transfers of technologies between structures of R&ST and centres of excellence;
competitiveness and attraction of the cities and of urban systems, which favours the exploitation of the local resources.
